The main issue with this is that

Some information provided by you in this article is wrong.
As
(I) You used static with const but we cant use static with const.
(II)You wrote we cant reinitialize read only variables but we can reinitialize read only variables(Inside constructor) although you mentioned it but some part is wrong.

So please make these information correct.
(I) - It is not a thumb rule that one can't use static and const together. Rule says, all constants are implicitly static, so it is not mandatory to make constants static by developer. Having said that, there is no prohibition on redundantly specifying an access modifier which is also the default one, where there is a choice.

(II) - I removed the word Either in order to reduce the confusion for the readers.
